Portland OR is testing the Comet in car meter

ADDING PARKING SPACES AT ZERO COST

increasing demand for parking space is not becoming any less acute.
WE CLAIM that while the use of space available for on-street parking is an issue
of major importance for local authorities worldwide, its full potential remains
unrealized.
5-7% of parking spaces are wasted even during the hours when the demand for
on-street parking is at its highest.
THE REASON for this is quite simple: in most American cities the payment for parking is executed by means of static on-street parking meters, which a priori determine the number of cars which can legally park at the particular site. The distance between parking meters is regulated by the appropriate authorities and stands today on 20 feet per car.
FACTSOver the past years, the average size of cars in the USA has been decreasing and this for two reasons. First, it is a result of the growing import of the relatively small European and Japanese cars. An average imported car is about 2” shorter than an American car of the same category. In addition to that, cars produced in the US are becoming significantly smaller than they were in the past (1-2 inches less than a decade ago)

Helsinki is joining the Comet's community
As of August 2008 the drivers in Helsinki, Finland will be able to use Ganis' Comet in car meter (Personal Parking Meter ) for payment of "on street" parking fees . The Comet will be replacing the outdated "Parcard" device used by over 40,000 drivers throghout the city .More information can be found on Helsinki's Comet website .

Ganis in car meters are quiet popoular in Skandinavia with over 20 cities in Norway and the cities of Stockholm and Goteborg in Sweden .

would likely agree with Laufer. “America is slower to adopt new parking technologies than Europe, Canada, Australia, and the Far East,” he says. He offers these examples from his experience of marketing his firm’s in-car parking meters:
“You can pay your parking fees in every city in Israel using the same in-car (personal) parking meter. Almost every city in Norway (other than the capital Oslo) is offering in-car meters. More than 15 cities in Bel gium are offering in-car meters... But there
are less then 10 cities in the U.S. and a couple Of universities offering personal parking meter technology.”

Enforcement is done on line, a picture of a violating vehicle is taken and sent to the server and in addition it allows on-line verification of permits (dis bled, residents, etc.) and even if the vehicle is stolen.”

Smart Park Coming to Australia

Motorists in Shepparton could become the first in Australia to have their own personal mobile parking meters installed inside their cars under a local council plan.
The Greater Shepparton City Council will hand out 30 mobile meters this week to motorists willing to participate in a trial that will run for up to eight weeks.
The meter resembles a pocket calculator, but has only a handful of buttons. It becomes active when a pre-paid smart card, similar to a debit or credit card, is inserted into the device.
When parking in one of the council's 1400 metered or ticketed parking spots, motorists would have to display the so-called "In-Vehicle Parking Meter" on the dashboard, or hang it from the rear-view mirror so that it is visible to parking inspectors. Once operating, the meter displays the relevant parking zone and the amount of paid time available.
The council's manager of parking enforcement, Lorraine Taylor, said Shepparton was interested in the meter because it provided convenience and because "we have become a coinless society."
"People carry cards. It's just an alternative to carrying change for a parking meter," she said.
Mrs Taylor said there was demand from some motorists for a new system of paying for parking in a pre-paid fashion, and from some businesses who believed it would lessen the pressure on them to provide change to motorists.
"The system provides a number of benefits to users, including only paying for the time used and not needing to carry change," she said.
The smart cards cost either $30 or $50, but will not be the only cost to motorists if the In-Vehicle Parking Meters are adopted permanently by the council.
The meters themselves would need to be leased by motorists, which Ms Taylor estimated would cost about $10 per month. Lease costs will not apply during the trial.
Ms Taylor said the push for in-car meters was not a disguised push to raise more council revenue via parking, and said the special meters would probably result in less parking fines.
Greater Shepparton City Council raises about $1.5 million from parking operations each year, most of it via metered parking.
The municipality developed an interest in the meters when they were demonstrated at a parking conference in Hobart in 2006. They are made by a New Zealand company that says they are used in more than 50 cities around the world.

The town of Mandal was established as a municipality January 1, 1838 (see formannskapsdistrikt). The rural municipalities of Halse og Harkmark and Holum were merged with Mandal January 1, 1964.
Mandal borders in west and northwest with Lindesnes, in north with Marnardal and to the east with Søgne.

Using the Comet for generating parking data

The parking records can be downloaded from the Comet using the USB port and they are stored on a special databse which can be used for generating reports such as :
- Distribution of parking events along the day for each of the zones
